Korean Mandatory Safety Certification
KCs 안전인증 및 자율안전확인 신고

안전인증대상 기계·기구등의 안전성능과 제조자의 기술능력 및 생산체계가
안전인증기준에 맞는지에 대하여 고용노동부장관이 종합적으로 심사하는 제도

1) General : The mandatory safety certification system aims to ensure that only safe products are manufactured and used.
The safety certification system conducts comprehensive evaluation on the safety of the high-risk machineries,
protective devices including explosion-proof devices, Personal protective equipments (PPE)
from their manufacturing and installation stage.
Furthermore, the system evaluates technical expertise and production system of the manufacturer

2) Legal basis : Industrial Safety and Health law Article 34, Article 35

서면(수입품) 심사		- 안전인증 대상품을 제조 또는 수입하려는 자 - 안전인증을 받은 대상품의 주요 구조 부분을 변경하려는 자
기술능력 및 생산체계심사		- 서면(수입품)심사에 적합함을 통지 받은자 * 개별 제품심사 대상품에 대해서는 며제
제품심사	개별	- 안전인증 대상품을 제조 및 수입하여 설치 또는 사용하려는 자 - 이미 설치된 안전인증 대상품의 주요 구조 부분을 변경 또는 이전하여 설치하려는 자 - 형식별 제품심사 대상품을 설치장소 또는 사용 장소에서 제작 및 조립하여 설치하려는 자 - 형식별 제품심사 대상품을 수입하여 출고하려는 자
	제작중 검사(개별)	- 각종 압력용기를 제조하는 자
	형식별	- 서면심사와 기술능력 및 생산체계심사에 적합함을 통지 받은 자로 　안전인증 대사움을 제조하여 출고하려는 자

Type of Assessment		Duration
Document Review	Review for appropriateness of product design drawing, structure and material and others to the safety certification standard.	15 days (30 days when manufactured in overseas)
Assessment on technical competency and production system	Review for appropriateness of technical ability and production system that is required at the work site to the safety certification standard for maintaining and guaranteeing the safety capability continuously.	30 days (45 days when manufactured in overseas)
Product examination	Examination for appropriateness of quality on the product safety to the safety certification standard.	15 days /30 days /60 days(depends on item)
Surveillance Assessment	Review whether the manufacturer continuously maintain the requirements of the time of obtaining the certification once per year
